When your fuel tank isn’t completely full, the moisture in the air can condensate, leaving a small film of water at the top of the tank between the air and the diesel. Microbial organisms can then grow in this space, when they die, they sink to the bottom of the tank creating a residue. The more water, the more “bugs”, the older the tank the more sludge. You can get additives to your tank that kill these microbials, but you also have to be careful using these as this may temporarily increase the amount of slime/create blockages in pipes.
